The River That Was Asked to Be Quiet
A district named as a wish against floods, and the fault line that brought the 1976 aftershocks.
Ninghe is the north-eastern corner of the municipality, a plain district whose boundaries have moved more than once. It was transferred to Tianjin in July 1973 with four other counties, and it stayed a county until September 2015, when Jinghai and Ninghe were both converted into districts. Its name is a wish rather than a description: the Jiyun River ran through it and flooded often, so the county was named for a river at peace. The same low ground that made the floods also made the district's villages, which are recorded in a long administrative list from Lütai and Qiaobei through Ninghe, Miaozhuang, Fengtai, Yuelong, Banqiao, Panzhuang, Zaojiacheng and Qilihai town.
