Fuyuan sits at the far eastern edge of Heilongjiang, where the Amur and Ussuri meet and the river frontier shapes the city’s public identity. Local government pages connect Fuyuan with fish culture, wetlands and cross-border river tourism. Fishing is not only a landscape image: it is also an organized industry. The city’s 2023 government report describes the Hezhe Yuge Fisheries Cooperative in Guaji township building a brand for fresh fish from the Ussuri River. In its review of 2022, the report says the cooperative sold more than 100,000 jin of live fish.

Fuyuan’s Cold-Water Fisheries: Work Along the Ussuri
Fuyuan’s fishing culture now includes cooperatives, cold-water fish branding and seasonal public events. A local cooperative’s live-fish sales show how river resources connect to modern livelihoods and conservation work.

The same report says the cooperative’s brand helped improve the sale price and income for its member fishers. Fuyuan now promotes cold-water fish through events including a fish expo, a winter-fishing festival and an opening-of-the-river celebration. Those occasions place fish in several contexts at once: a product for sale, a regional identity and a seasonal gathering. The city has also described work to conserve fishery resources, support fish-stock research, and develop modern aquaculture facilities. Public festivities and resource management are different activities, but both help explain how Fuyuan is trying to connect its river heritage to contemporary livelihoods.
