Lugu Lake lies in the highlands between Yunnan and Sichuan. The provincial boundary divides administrative responsibility around water whose ecology cannot be divided so neatly. A Sichuan legislative report describes a 2023 arrangement for coordinated local rules, while Yunnan’s natural-resources department has reported on community and scenic-area cooperation on its shore. Together, these accounts show why the lake is better understood as a shared environmental system than as one county attraction.
The border also shapes what a source can tell us. A Yunnan report describes nine natural villages along its side of the lake and gives details about wastewater collection and village protection work. Those figures belong to a dated administrative account; they are not a current census and cannot be extended to Sichuan. Each shore has its own settlements, institutions and record of environmental work.
