Fuxian Lake Begins Beyond the Water’s Edge

Rivers, fields, wooded slopes and settlements all enter the story of protecting Yuxi’s deep highland lake.

The landscape that drains to the lake

The visible lake is only part of Fuxian. Water reaches it through a surrounding catchment of slopes, fields, settlements and rivers. A shore photograph places a boundary between land and water; the watershed connects what lies on both sides of that line.

The protection regulation that took effect in 2024 defines the Fuxian catchment principally through Chengjiang, Jiangchuan District and Huaning, and explicitly excludes the Xingyun Lake sub-catchment. The definition is useful beyond administration. It asks the lake to be understood through the places that collect and carry its water, rather than as an isolated blue surface.

Different distances, connected responsibilities

The regulation distinguishes a core area, a buffer and a green-development area through the lakeshore ecological red line, the lake ecological yellow line and the watershed divide. The protected landscape is therefore organised in layers. Wetland, forest, grassland and other shore spaces are part of its ecological definition.

It also sets a Class I surface-water protection standard for the lake, while inflowing rivers have standards tied to their designated functions. A protection objective is different from a monitoring result. The distinction keeps the purpose of management clear without turning a legal target into a claim that every place and every day has the same measured condition.

What happens upstream

A municipal account in 2025 describes restoration work across the catchment: river treatment, vegetation recovery, sewage facilities and measures concerning agricultural runoff. These interventions act at different points before pollutants reach the lake. The river mouth is only the last visible part of a much wider sequence.

The account also discusses land use and the management of cultivated areas. Its details belong to a dated programme, but the relationship is enduring: farming, settlement and water are connected through a landscape. Fuxian’s clear, expansive appearance becomes more meaningful when the attention moves outward to the land that helps sustain it.
